Mark knows our public school system creates the best ladder available to help raise people out of poverty – which&nbsp;is why expanding&nbsp;preschool access is a top priority for him.Mark has advocated for the investment of tens of billions of additional dollars in our public school system during his time in the Senate. With educator retention still a major challenge, Mark will work towards solutions that involve new ideas that aren't just about more dollars.&nbsp;

Mark knows from his finance days before pizza and ice cream the importance of prioritizing infrastructure investments. The best way to have sustainable long-term growth is to invest and maintain your transportation infrastructure.Mark knows that we need to break out of our "silo" budgeting mentality where we have large surpluses in the operating budget that we are not investing in the transportation budget. Mark has been a co-sponsor of Senate bills to gradually shift the sales tax on vehicles from the operating budget to the transportation budget so we can maintain our ferries, roads, and transit systems, and also finish the new projects on our list that we can't afford to delay any longer, such as the new I-5 bridge between Vancouver and Portland.The first operating budget Mark supported in the Senate in 2013 was $34 billion. The budget in March of 2024 was $72 billion.&nbsp; Had we gradually shifted just 10% of this growth in the operating budget to our transportation budget our ferry system would be more reliable, we would not be falling behind on maintaining our streets, our highways would be free of litter and junk, and our transit systems would have more direct routes so folks can get home from work quicker to spend time with their families.&nbsp;&nbsp;Mark is the only candidate for Governor with a plan to increase investments in our transportation&nbsp;infrastructure without creating new taxes. Mark is a firm believer that the state needs to be a better financial partner with our cities and counties to make sure Washington residents can get to and from work without spending endless hours stuck in traffic.

Keep Washington AffordableMark&nbsp;is running for Governor because both he and his wife Kelley have anxiety that when their oldest daughter finishes school in a couple years that she will not be able to afford to live in Washington State.&nbsp; &nbsp;Mark&nbsp;is a firm believer that we must factor in affordability into every decision made in Olympia, from the price of gas to the cost of housing.&nbsp; &nbsp;Both&nbsp;Mark&nbsp;and Kelley come from families that have been in Washington for several generations and they want their own six children to have the opportunity to stay here and start a family of their own.&nbsp;Prioritize Safe Streets and NeighborhoodsMark&nbsp;was the proud co-sponsor and champion this past session of the treatment focused public drug use bill (SB 5536) that also has accountability for those refusing treatment.&nbsp; &nbsp;Mark&nbsp;has endorsements from the folks in the law enforcement community because he has been a champion of finding the right balance between getting people with drug addiction into treatment while making sure our sidewalks and parks remain safe,&nbsp;Mark&nbsp;refuses to accept the status quo is good enough, he knows we can do better.&nbsp; &nbsp;Mark&nbsp;is committed to being a better financial partner with our cities and counties so they have the resources to hire more police officers and provide access to substance abuse and mental health treatment. Jobs, Jobs, JobsAs the only small business owner running for Governor (Mark&nbsp;owns a Zeeks Pizza restaurant and four Ben &amp; Jerry's ice cream stores)&nbsp;Mark&nbsp;knows the importance of being supportive and collaborative with our business community, not just looking for ways to sue people.&nbsp; Mark&nbsp;appreciates the importance of preparing kids for college, but also understands that college is not for everybody and we need to make sure we have the best certification programs to help prepare people for jobs in the building trades. Mark&nbsp;is committed to making sure we continue to build things in our state because Washington has always been a manufacturing state and we should view that as a complement to our successful technology sector. Mark and Kelley have six kids, but only one of them wants to become a computer programmer, the other five have different ambitions.&nbsp; We need an economy that creates job opportunities for every child in Washington, whether they want to go into agriculture, forestry, the arts, non-profit work, the building trades, or public service work.&nbsp;&nbsp;Laser Focus on Improving Our Public Schools Mark's wife Kelley is an elementary school teacher in the Issaquah School District, and all six of their children are attending or graduated from Issaquah public schools.&nbsp;&nbsp;Mark&nbsp;has the endorsement of our Public School Employees because he knows from Kelley's experience in the classroom that our paraeducators play a critical role in student success.&nbsp; &nbsp;Mark&nbsp;also looks at a big picture view of the school to acknowledge the important roles played by school bus drivers, front office personal, custodians, and cafeteria workers.&nbsp;&nbsp;Mark&nbsp;has been a champion in the legislature of making sure our public schools do a better job when it comes to teaching financial literacy, sponsoring SB 5720 that made our state's biggest investment ever in promoting financial literacy in our schools.We Can't Tax Our Way Out of Every ProblemMark voted against the long term care payroll tax because it is a regressive tax that provides limited benefits that are not portable. It also limits the spending to only long term care expenses, because that’s what benefits the special interest groups that lobbied for it. As a small business owner, Mark has seen first hand that many of our younger workers are not saving for retirement, and that is often because there is not always a simple path to have money deducted from their paycheck and put into a retirement account. If elected Governor, Mark’s goal will be to instead focus on a streamlined system to make sure that every Washington worker has access to a payroll deduction for a retirement account.&nbsp; Fighting Climate Change While Keeping Washington AffordableMark&nbsp;knows if we want other states to follow our lead when it comes to fighting climate change we have to do it in a way that keeps Washington affordable.&nbsp;&nbsp;Mark&nbsp;knows as the chair of the capital budget in the Senate that we can honor all of the climate change investments made this year while substantially lowering the price of gas.&nbsp; &nbsp;Mark&nbsp;knows we need to set an example that other states can follow, which means we have to make sure our climate change policies don't make Washington unaffordable for the average family. Support Washington FarmersMark&nbsp;was the 2023 Washington Farm Bureau Legislator of the Year.&nbsp; This is because&nbsp;Mark&nbsp;has always appreciated that for Washington State to succeed, we need to make sure that success is felt on both sides of the mountains.&nbsp; &nbsp;Mark&nbsp;will make sure that Olympia keeps its promises to Washington farmers so they can compete with farms in other states.&nbsp; &nbsp;We are currently national leaders when it comes to growing wheat, hops, raspberries, apples, potatoes, and corn.&nbsp; &nbsp;As Governor&nbsp;Mark&nbsp;promises to support the agriculture industry in our state so we remain a national and global leader in food production.Using Every Tool to Solve Our Affordable Housing CrisisAs the chair in the Senate of the State Construction budget,&nbsp;Mark&nbsp;was proud to make the largest investment our state has ever seen in the Housing Trust Fund.&nbsp; At the same time,&nbsp;Mark&nbsp;has a front row seat to the challenges of getting a building permit in our state.&nbsp; &nbsp;Mark&nbsp;knows that we have to make our permitting process more predictable and timelier if we are going to lower the cost of housing.&nbsp; &nbsp;Mark&nbsp;was proud to sponsor SB 5290, the first attempt our state has made to provide financial incentives to local cities and counties that speed up their permit times. Higher EducationMark has been the higher education champion during his entire time in the Senate.&nbsp; As the chair of the capital budget Mark was responsible for raising the level of higher education investments by hundreds of millions of dollars.&nbsp; With three kids already in college Mark and his wife Kelley know how important these investments are. Mark is committed to providing extra funding to the University of Washington so we can add more slots for high performing in-state students for whom the UW is their #1 choice.&nbsp; We can't have students with 3.9 GPA's forced to choose out-of-state colleges because they can't get into the UW. We can and should do better on this front.Secure Substance Abuse Treatment FacilitiesMark feels strongly that we should be using the $480m a year of revenue we get from cannabis taxes to partner with cities and counties to stand up secure substance abuse treatment facilities.&nbsp; Mark doesn't want to put people in jail for a year if they are using drugs in public, but he does want them to get treatment where they have the best chance of beating their addiction, which means the front door has to be locked.&nbsp;Partner with our local tribes to expand behavioral health access  As the chair of our state capital budget, I have led the way in partnering with our local tribes to expand both mental health and substance abuse treatment access in Washington.&nbsp; The beauty of these partnerships is that tribal behavioral health facilities are open to all Washington residents.&nbsp; &nbsp;Our tribal partners are able to draw down reimbursement rates through the Bureau of Indian Affairs that are much better than what we receive from Medicaid.&nbsp; &nbsp;That means we can expand access to both mental health and substance abuse treatment without having to raise taxes.&nbsp;

He is the only candidate for governor with a proven track record of supporting women’s reproductive health and rights. 2023 Legislative Session</h4>HB 1469: Protected those who pursue or provide legal reproductive care in the stateThe Shield Law:&nbsp;<ul><li>Prohibited the issuance of out-of-state subpoenas seeking information related to abortion &amp; reproductive health care services.&nbsp;&nbsp;</li></ul><ul><li>Prohibited out-of-state criminal investigations &amp; arrests seeking communication and other evidence related to abortion &amp; reproductive health care services.&nbsp;&nbsp;</li></ul>Prohibited the Governor from extraditing any person for out-of-state charges regarding reproductive health care services.&nbsp;&nbsp;<ul><li>Provided a cause of action to recoup damages and other legal costs for hostile out-of-state lawsuits related to reproductive health care services.</li><li>Protected health care service providers from harassment for providing protected health care services.&nbsp;</li></ul>MARK MULLET VOTED YES SB 5187 and SB 5200: After the U.S. Supreme Court ended the federal constitutional right to abortion, many abortion patients have come to Washington for care. This is a package of funding items for both abortion providers and patients:<ul><li>Biennial Budget and Supplemental Budget (SB 5187): Funding for safety net abortion providers and for underinsured and out-of-state patients</li><li>Capital Budget (HB 1147 / SB 5188): Funding for security infrastructure for abortion providers</li></ul>MARK MULLET VOTED YES SB 5242: &nbsp;Ends Cost-Sharing For Abortion ServicesThis bill ends cost-sharing for abortion services in private insurance.&nbsp;Often, patients don't know co-insurance and cost sharing may be required for their abortion. This unexpected extra expense leaves&nbsp;many scrambling to come up with hundreds of dollars overnight to cover the cost — an amount that is simply out of the question for many.&nbsp;This bill will prohibit out-of-pocket costs for patients because no one’s pregnancy options should be limited by their insurance coverage.MARK MULLET VOTED YES ESHB 1340: Protecting Provider LicensesThis bill would prohibit medical licensure boards from taking certain disciplinary action against providers of abortion or gender affirming care. If a hostile state attacks a provider for offering care that is legally permitted in Washington, our state should not let that affect their right to care for patients in our state.MARK MULLET VOTED YES ESHB 1469: Protecting Providers and PatientsWashington stands proudly in defense of fundamental rights while other states are working to strip them away. HB 1469 would “shield” individuals who provide, obtain, or support abortion and gender-affirming care. It prevents the state from cooperating if other states attempt to investigate or prosecute Washington providers, helpers, and patients.MARK MULLET VOTED YES SB 5768: Protecting Access To Abortion MedicationsThis bill protects access to abortion medications by authorizing the department of corrections to acquire, sell, deliver, distribute, and dispense abortion medications.<h4>2022 Legislative Session</h4>HB 1851: Preserving a pregnant individual's ability to access abortion care.The legislation confirms that nurse practitioners and physicians assistants are able to provide abortion care in Washington as a legal medical procedure, and shields both patients and providers from prosecution from outside sources.MARK MULLET VOTED YES SB 5768: Protecting access to abortion medicationsThis bill protects access to abortion medications by authorizing the department of corrections to acquire, sell, deliver, distribute, and dispense abortion medications. MARK MULLET VOTED YES<h4>2021 Legislative Session</h4>HB 1009: Concerning student health plans.This bill requires certain student health plans to provide coverage for the voluntary abortion of a pregnancy. MARK MULLET VOTED YES<h4>2019 Legislative Session</h4>SB 5602: Eliminating barriers to reproductive health care for all.Beginning in 2020, HCA must administer a family planning program for individuals over nineteen years of age who would be eligible for Take Charge if not for their immigration status. The program must provide services identical to Take Charge. HCA must establish an education and outreach campaign to provide culturally and linguistically accessible information to facilitate participation in the program. The provision of reproductive health care services by the HCA, managed care plans (MCOs), and providers that deliver or administer services purchased or contracted for by HCA, must not discriminate in the delivery of a service based on the covered person's gender identity or expression. MARK MULLET VOTED YESSB 5395: Expanding and Improving Sex Education ProgramsThe Washington State Legislature passed a vital bill, SB 5395, to expand and improve our state’s sex education programs.&nbsp;It will require all public schools to offer age-appropriate, medically accurate, and inclusive instruction.&nbsp; Prior to this law, schools were not required to offer sex education.&nbsp; MARK MULLET VOTED YES<h4>2018 Legislative Session</h4>SB 6219: Concerning health plan coverage of reproductive health care.This bill establishes contraceptive coverage requirements for health plans, to include coverage for all contraceptive drugs, devices, products and services, with no cost-sharing. It establishes an abortion coverage requirement for health plans that provide coverage for maternity care. It directs the Governor's Interagency Coordinating Council On Health Disparities to do a literature review of disparities in access to reproductive health. MARK MULLET VOTED YES<h4>2016 Legislative Session</h4>SB 6149: Pregnant Worker Fairness ActThe bill requires employers to provide reasonable accommodations for pregnant employees including more frequent, longer or flexible restroom, food and water breaks; seating; limits on lifting over 20 pounds; and flexibility for pre-natal medical appointments.MARK MULLET VOTED YES HB 2681: Birth control prescriptions at pharmaciesAuthorizing pharmacists to prescribe and dispense contraceptives. In the maze that is election politics, it doesn’t get much more difficult than this.Mark Mullet is navigating a labyrinth filled with 20-some fellow candidates, a huge fundraising disadvantage and a relative lack of name recognition. And if that were not enough, there is the large and intimidating specter of Bob Ferguson resting between Mullet and the governor’s office.But as the Issaquah Democrat visited Clark County this week, sitting down for a cup of coffee at The Waterfront Vancouver development, he listed credentials that mark him as a serious candidate for the state’s highest office.State senator the past 12 years; vice chair of the Ways &amp; Means Committee; member of the Business, Financial Services, Gaming &amp; Trade Committee; owner of a pizza place and several Ben &amp; Jerry’s outlets; and legislative representative on the Washington State Investment Board.If there seems to be a pro-business theme to Mullet’s campaign, it is because that is where he can differentiate himself from Ferguson, the state’s three-term attorney general.“I just think I look at things with a different lens, being a business owner,” he said. “I think government agencies can be more educational and less punitive.”As an example, Mullet points to county systems for procuring a building permit: “It’s not fair, not predictable and certainly not quick. We’ve put in 18 different things that can basically slow down a project.”That will resonate with many Washington voters. But aspiring to be the state’s governor requires more than populist rhetoric; it also helps to have experience, such as serving on an investment board that manages nearly $200 billion in public funds.As fellow board member David Nierenberg, a Camas-based investor, said of Mullet: “He is an excellent board member, certainly the best legislative member I have seen in my 19 years on the board. He comes prepared, and he is a business owner himself.”All of which, combined with his service in the Legislature, suggests that Mullet is well-qualified to serve as governor. In a contest that had 24 declared candidates as of Friday afternoon but few with even a remote chance of winning, that should not be underestimated.But there is more. Because while many a qualified candidate has come and gone over the years, never to be thought of again after the votes are tallied, Mullet’s longshot candidacy has received a boost in recent months.First, Hilary Franz dropped out of the governor’s race to run for Congress. As a two-time winner of statewide races for Commissioner of Public Lands, Franz presented a formidable roadblock.Second, the state Republican Party endorsed Semi Bird as their nominee for governor. It is difficult to imagine that somebody who has been recalled by voters from a school board seat, has pleaded guilty to misdemeanor bank larceny, and is supported by the MAGA wing of the party can win a statewide election in Washington, but such is the curse of the modern GOP.
